इतिहास हो गयी चवन्नी




महंगाई के आगे चवन्नी का बस नहीं चल सका और वह इतिहास का हिस्सा बनने जा रही है। बुधवार शाम बैंकों में चवन्नियां जमा कर उनके स्थान पर बड़ी मुद्रा के सिक्के या नोट हासिल करने की अंतिम तिथि थी। भारतीय रिजर्व बैंक(आरबीआई) ने चवन्नी को चलन से बाहर करने की घोषणा करते समय सूचना दी थी कि 30 जून के बाद 25 पैसे और उससे कम मूल्य के सिक्के वैध नहीं रहेंगे।

रिजर्व बैंक के अनुसार 31 मार्च 2010 तक बाजार में पचास पैसे से कम मूल्य वाले कुल 54 अरब 73 करोड़ 80 लाख सिक्के प्रचलन में थे, जिनकी कुल कीमत।,455 करोड़ रुपये मूल्य के बराबर है। यह बाजार में प्रचलित कुल सिक्कों का 54 फीसद है। केंद्र सरकार ने सिक्का अधिनियम, 1906 की धारा 15ए का इस्तेमाल करते हुए 25 पैसे और उससे कम मूल्य के सिक्कों को बाजार से वापस लेने का निर्णय किया था। चवन्नी और इससे कम मूल्य के सिक्कों के इस्तेमाल पर प्रतिबंध के बाद सबसे कम मूल्य का सिक्का 50 पैसे का होगा। चवन्नी के बाद अठन्नी भी खतरे में पड़ती दिखाई दे रही है। सरकार ने काफी पहले ही 25 पैसे से कम मूल्य के सिक्कों को बाजार से वापस ले लिया था, क्योंकि उनकी ढलाई में उन पर अंकित मूल्य से कहीं अधिक का खर्चा आता था। सिक्के बनाने में मुख्य रूप से तांबा, निकल, जस्ता और स्टैनलेस स्टील का इस्तेमाल किया जाता है। वैश्विक बाजार में इन प्रमुख धातुओं की कीमतों में बढ़ोतरी के कारण अधिकतर देश कम मूल्य वाले सिक्के बनाने से कतराने लगे हैं।

एक अर्से से बाजार में चवन्नी की कोई महत्ता नहीं रह गई थी। चवन्नी में मिलने वाली चीजें जैसे माचिस, टाफी, पोस्टकार्ड के मूल्य न जाने कब पचास पैसे या उससे अधिक हो गए। आने-दो आने की तरह चवन्नी का भी एक समृद्ध इतिहास रहा है। एक समय कांग्रेस का सदस्यता शुल्क चवन्नी हुआ करता था। चवन्नी में बहुत कुछ मिल जाया करता था। चवन्नी के विदा होते ही सवा रुपये के प्रसाद की धारणा भी खत्म हो जाएगी। चवन्नी खत्म होने के बाद चवन्नी छाप जुमला भी खतरे में पड़ सकता है, लेकिन .राजा दिल मांगे चवन्नी उछाल के. जैसे गीतों के जरिये चवन्नी अपनी याद दिलाती रहेगी।

Jawahar Navodaya Vidyalaya known as JNV are Indian schools for talented children and form a part of the system of gifted education. The objectives of the scheme are to provide good quality modern education to the children predominantly from rural areas, without regard to their family's socio-economic condition.
They are located all over the country, except Tamil Nadu. There are approximately 593 JNVs across India as of 2010. They offer quality education to all students who get selected through the admission process which includes an All India Entrance Exam, held at district level.

History
First established in 1985 at Amravati, Maharashtra, they are the brain child of P. V. Narasimha Rao.They were started during Prime Ministership of Rajiv Gandhi to find and foster talented children from the rural parts of India.They started with the name Navodaya Vidyalayas and renamed later as Jawahar Navodaya Vidyalayas in the birth-centenary year of Pandit Jawahar Lal Nehru.
 Objectives
  • To impart good quality modern education to talented children (selected on the basis of a written merit test) predominantly from rural areas, without regard to their family's socio-economic condition.
  • To ensure that all students of Jawahar Navodaya Vidyalayas attain a reasonable level of competence in three languages as envisaged in the Three Language Formula.
  • To serve, in each district, as focal points for improvements in quality of school education in general through sharing of experiences and facilities.
 Regions
Eight Regional Offices are established at Bhopal, Chandigarh, Hyderabad, Jaipur, Lucknow, Patna, Pune & Shillong with jurisdiction over different States and UTs.
There are total 600 JNVs as on 31 august 2010.
 Admission procedure
Talented students from each district are selected through an All India Level Entrance Exam conducted each year by CBSE and are given admission to 6th standard/class in the JNVs of respective districts. Till 1998, the Jawahar Navodaya Vidyalaya Selection Test (JNVST) was conducted by the Central Board of Secondary Education. The test is largely non-verbal and objective in nature and is designed to prevent any disadvantage to children from rural areas. Now admissions are also taken in Class IX and XI. During academic year 2008-09 admissions will be allowed in Class VIII. These admissions are conducted through an objective and descriptive test containing questions on English, Mathematics, Science, & Social Sciences. This "Lateral Entry" system is devised to fill the vacancies that arise due to withdrawal of admissions of the children who are admitted in class VI.
            ADMISSION TO CLASS IX AGAINST VACANT SEATS
In view of the need for optimum utilization of the infrastructure and facilities available in the Vidyalayas, it has been decided by the Samiti to fill up the vacant seats in IX class through an All India level Selection Test.  The district-wise vacant seats in the Vidyalayas have been separately notified in the local newspapers.
              HOW TO APPLY FOR JAWAHAR NAVODAYA VIDYALAYA SELECTION TEST FOR ADMISSION IN CLASS IX

Vidyalaya wise vacant seats in class IX have already been notified.  The eligible candidates may apply for their admission to class IX in the prescribed application form, which is attached with this Prospectus, and can be obtained free of cost from the office of the Principal of Jawahar Navodaya Vidyalaya of the concerned district.  The Application Form can also be downloaded from the Navodaya Vidyalaya Samiti website, http://www. navodaya.nic.in

          HOW TO SUBMIT THE APPLICATION FORM

Application Form duly completed in all respect must reach the office of the Principal, Jawahar Navodaya Vidyalaya of the concerned district on or before due date through registered post A/D.  If the candidate prefers to submit Application Form in person, he/she is required to get the acknowledgement receipt from the office of the Principal of Jawahar Navodaya Vidyalaya.

       RESULT OF SELECTION TEST

Result of the Selection Test will be notified on the Vidyalaya Notice Board as well as published in selected local newspapers. Selected candidates will also be intimated by post.


 Eligibility
Since the Vidyalayas have an objective of providing opportunity and education to the underprivileged children of rural areas, the entrance examination has a list of eligibility criteria. They require the student to be:
  1. a student of V standard by a Government recognised school
  2. in the age group of 9-13
  3. a student of III, IV and V in a Government recognised school in a rural area, to apply for a rural quota.
  4. a first time appearer in the entrance exam
 Fees
Since 2005, a moderate and uniform fee structure is implemented across all JNVs to reduce the dependency on Government. However, girls are exempted from paying any fees. A monthly Rs 200 is collected for Navodaya Nidhi from class 9th onward from boy students. Also, boys from Scheduled Communities(SC), Scheduled Tribes(ST) and Other Backward Communities(OBC), who parents do not fall into creamly layer as specified by the Government are exempted from paying any fees.
 Reservation
Seats are reserved for the children of rural areas. At least 80% of the seats in a district are filled by candidates selected from rural areas and remaining seats are filled from the urban areas of the district.Reservation of seats in favour of children belonging to Scheduled Castes and Scheduled Tribes is also provided in proportion to their population in the concerned district. These reservations are interchangeable and over and above the candidates selected under open merit. Efforts are made to ensure that one-third of the total seats are filled up by girls.
These students are given free accommodation, food and clothing and are allowed to continue their studies till class 12. All expenses are borne by the Government of India.
The aim of establishing these institutes was to find and nurture the talented students from rural India could not afford a good education. To ensure this, The ratio of 80% from rural to 20% urban students is maintained by the schools.
 Student life
 Academics
The successive academic results of JNVs in public examinations conducted by CBSE and the records about placement of students after passing out from the Vidyalayas are a clear pointer that the establishment of the Javahar Navodaya Vidyalays is a step in the right direction. The results of class X and XII examinations of the Vidyalayas have been consistently better than the overall CBSE national averages. These results are remarkable and shows the success of the Vidyalays despite the rural background.
 Scouting, Guiding and NCC
Navodaya Vidyalaya Samiti is recognised as a State for Scouting and Guiding activities by the Bharat Scouts and Guides. Navodaya students regularly and actively participate in various programmes of BSG. NCC is being introduced in JNVs in a phased manner. Samiti had a total cadet strength of 9420 during 2003-2004. As part of NCC training, students of the JNVs attended several camps and excelled themselves.
 Games and sports
Games and sports are encouraged in the JNVs to develop fitness, physical and neuro-muscular skills and promote the spirits of co-operation and sportsmanship. Vidyalayas organize National Sports Meets to identify talented children in sports. The meets happen at cluster and regional levels every year where students from different JNVs compete. Students picked at regional level compete at national level. Based on the performance at National level, children get a chance to play on behalf of Navodaya team, which is considered as a State, in Sports and Games Federation of India competitions. Specialised sports like archery, Judo and Gymnastics are encouraged in some of the JNVs. JNV Bangalore Urban of Hyderabad region is one of such schools that has proved excellence in games like archery. There are also various exhibitions where the schools bring models and ideas which are then judged and awarded prizes.
 Migration
One of the important features of the Navodaya Vidyalaya Scheme is a scheme of exchange of students from one Vidyalaya in a particular linguistic region to another in a different linguistic region to promote understanding of the diversity and plurality of India's culture and its people. The Aim of the Migration in Jawahar Navodaya Vidyalayas is focused on National Integration. According to the Scheme, selected 30% of 9th class students are exchanged between JNVs of non-Hindi speaking region and Hindi speaking region, for one year.
 Other courses
In 1999, Navodaya Vidyalaya Samiti and Intel joined hands to conduct a pilot program for few selected schools on integration of technology in teaching and learning process. After the success of pilot project, around 3486 teachers across all the schools of the Samiti were trained during their summer and autumn vacations during the period 2001-2002.
The various initiatives undertaken jointly by Intel and Samiti are:
  • Smart School Project: Ministry of Human Resource Development, Government of India, has launched a major initiative called the “Smart Schools Project” with the aim encouraging and promoting technology use in government schools of India.
  • Joint Contest: The duo launched a Joint contest for acknowledging the Best Integration of Technology in Education in 2004.
  • Technology Plan Workshops: Technology Model schools and making them use the available resources judiciously. Keeping the same in mind Intel and the Samiti decided on conducting following set of activities:
    • Workshop for NVS officials: In July 2005, Intel conducted a workshop on IT skills for Samiti officials.
    • IT Curriculum Review Committee: Intel was invited to take part in curriculum review committee.

This year Navodaya Vidyalaya Samiti signed an MOU with Bharatiya Jain Sangathan(BJS), a Pune based NGO, for implementation of EDUQIP (Educational Quality Improvement Project). EDUQIP was successfully implemented by BJS in Andaman Nicobar Island Schools. It contains a basket of programs aimed at enhancing the contributions of all the stake holders of the Navodaya Vidyalayas to improve the quaility. These project will be implemented in all the Navodayas during 2007-11. During these three years BJS will establish and operate the program with the help of selected trained teachers of Navodya Vidyalayas and later the project will be handed over to NVS.
NVS signed a MOU with an NGO, The Dakshana Foundation in year 2007,according to which the foundation will provide free IIT-JEE coaching to selected students,a batch of forty students from each region of NVS.Accordingly, coaching classes at fifteen sites,including one batch of 70 XII pass students is under operations.Seven batches out of which are to appear in IIT-JEE 2009.
 Faculty
Well trained teachers are reqruited through a national level competitive examination. Trained Graduate Teachers teach from Class VI to X and Post Graduate Teachers teach XI and XII class students. Vice Principal assists the Principal in administration. Committees of teachers are formed to effectively implement the programs. Duties of Teachers;They have to work some more extra duties along with normal duties of teaching.They have to work as housemaster/housemistress

Holidays during the year 2012.

Subject: Holidays to be observed In Central Government Offices during the year 2012.
It has been decided that the holidays as specified in the Annexure —I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2012.
In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure — II.
2. Central Government Administrative Offices located outside Delhi / New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:
1. REPUBLIC DAY
2. INDEPENDENCE DAY
3. MAHATMA GANDHI’S BIRTHDAY
4. BUDHA PURNIMA
5. CHRISTMAS DAY
6. DUSSEHRA (VIJAY DASHMI)
7. DIWALI (DEEPAVALI)
8. GOOD FRIDAY
9. GURU NANAK’S BIRTHDAY
10.IDU’L FITR
11.IDU’L ZUHA
12.MAHAVIR JAYANTI
13.MUHARRAM

3.1. In addition to the above 14 Compulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Central Government Employees Welfare Coordination Committee in the State Capitals, if necessary, in consultation with Coordination Committees at other places in the State. The finai list applicable uniformly to all Central Government offices within the concerned State shall be notified after seeking prior approval of this Ministry and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.

3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non working day or in the event of more than one festivals falling on the same day.
4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.
5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l Fitr, Edu’l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi.
5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of ldu’l Fitr, Idu’l Zuha, Muharram and ld-e-Milad.
5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through T.V. / A.I.R. / Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.
6. During 2012, Diwali (Deepavali) falls on Tuesday, November 13, 2012 (Kartika 22). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on ‘Narakachaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on "Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.
7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2012, subject to para 3.2 above.
8. Union Territory Administrations shall decide the list of holidays in terms of Ministry of Home Affairs letter No.14046/27/83- GP-I dated 15.2.1984 by which they would observe a total of 16 holidays including the three National Holidays Viz. Republic Day, Independence Day & Mahatma Gandhi’s birthday.
9. in respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department’s O.M. No.12/5/2002-JCA dated 17th December, 2002. In other words; they will have the option to select 10(Ten) holidays of their own only after including in the list, three National Holidays and Milad-un-Nabi or Id-E-Milad, Buddha Purnima, Idu’l Zuha (Bakrid) and Muharram included in the list of compulsory holidays and falling on days of weekly off.
10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.

गौरतलब है कि दिल्ली मेट्रो रेल कॉर्पोरेशन को रोजाना आठ-दस खोई मिलती है जिनमें कपड़े, पानी की बोतलें, टिफन, कलाई बैंड, घड़ियां, छाते आदि होते हैं। इस समय उसके कश्मीरी गेट कार्यालय में लगभग एक हजार वस्तुएं रखी है जिनका कोई वास्तविक दावेदार आया नहीं है।
